Dropping dropper is the most suitable tool. If you can’t find it, you can use a spoon or straw of appropriate size instead.

you have not mentioned full formula clearly, you have informed to use 2% Agar agar for boba (300 ml water & 6 g. agar agar) but you have not mentioned to make by dropping dropper and we have to use what elce with water while dropping in water.
