Mix the tea and water in a saucepan and bring to a boil. Reduce the heat to a simmer and simmer for 10 minutes. Remove the tea bags or strain to remove the tea residue.
Pour the black tea base back and forth a couple of times to enhance the flavor and remove the bitterness. Since we are making a strongly brewed black tea base.
Assemble
Add around 1 cup of black tea base with 1/2 cup evaporated milk and 2 tablespoons of sweetened condensed milk. Stir well to make sure the sweetened condensed milk is dissolved. Serve the tea right away for warm version.
Optionally for a iced version, in the serving cup, add enough ice cubes and then around 2-3 circles of sweetened condensed milk. Pour in the black tea base. Mix well before serving.

About the traditional method of making Hong Kong Milk TeaFollow those steps, if you want to use a traditional method of brewing the Hong Kong Milk tea.
Add around 40g black tea mixture with 2 L of water on a kettle. Simmer the kettle on the stove for 10 minutes.
Once it has simmered, start the process of tea pulling by placing the sackcloth bag on top of another kettle and pour the tea over top. Then, place the bag on top of the other kettle and pour the tea over top. Repeat these steps once. In total, the tea will be pulled four times.
Return the tea to the stove and simmer it for 15 minutes or until rewarmed.
